Yeah they killed it in 2005 when they used Makuta for the fifth consecutive year in a row.

Question: Since Makuta was around in 2004 and was around in 2001, can you offer some reason he shouldn't have been around in 2005? They needed to explain how he got out of that prison, after all.
Anyway, 2005 was neat because Makuta didn't even much show up (except in Time Trap, which was awesome on its own). He was more of a MacGuffin, which helps to demonstrate just why you can't keep him down-- everyone understands how important he is to the cause of evil.
I'd put "Never because I'm a LEGO fanboy" except that I feel that yes, the villains will probably become old eventually, if not within a predictable interval, and no, being a LEGO fanboy and appreciating the continuity of BIONICLE so far are totally unrelated points.
EDIT: So I simply didn't vote.

Next year they hopefully won't use Makuta again... I think I read somewhere that he won't be gone, but also won't be in the spotlight next year... in fact, he might not even make an appearance. But don't count on my memory to be quite accurate.

He was important in 2001, was around in 2002, was important in 2003, 2004, 2005, and was around in 2006 and all I know was he was in 2007 and 2008.
But IDC cause I quit Bionicle because if I want to read the same villain fighting different heroes every time I'll read about a GOOD villain.
